Att Volvo har typgodkännandet förändrar inte det faktum att RM12 är en licenstillverkad F404.
En licens för tillverkning och vidareutveckling av F404J tecknades mellan General Electric och Volvo i juni 1981. Så här beskrevs samarbetet mellan GE och Volvo i en artikel från 1982.

The agreement between GE and Volvo, forged in June 1981, paved the way for the Swedish enginebuilder to shoulder approximately 40 per cent of the manufacture, assembly, and testing work. General Electric, however, will have programme leadership during the F404J's development
period.
Volvo will also produce F404J parts for General Electric, who have adapted the engine to suit the other F404 single-engined fighter — Northrop's F-5G Tigershark. At 18,0001b thrust, the JAS engine is 1,0001b more powerful than the F-5G engine. Changes to enable the single-engined application include a more redundant fuel control system with a hydromechanical primary circuit hacked up by digital control. The fuel control can be switched automatically, or manually by the pilot, retaining normal throttle response without transients.
A strengthened fan improves the engine's resistance to birdstrike, and aerodynamic and material
changes increase airflow and operating temperature to give the extra thrust needed.
Volvo will have full responsibility for the F404J after it goes into service — its contract with the Swedish Air Material department ties it to fixed performance and cost guarantees.
