ALL F-16s have been designed for an 8,000 hour service life. There is always more to the story than that simple statement. The airplanes were designed to an 8,000 life for a specific usage. "Usage' means defining the weights, speeds, altitudes, maneuvers (load factor, roll rate and acceleration, etc), store loadings, number of flights, takeoffs, landings, touch and go, etc.
Early F-16s, although designed for 8,000 hours, were not able to make it to that level due to the actual service usage being considerably more severe than the design usage. Thus, structural improvements were necessary, both to early airplanes as repairs and to later airplanes as redesigns. Redesigns were also necessary due to considerable weight growth over the years. Interestingly enough, the original structural design passed a ground test of 16,000 hours of the design usage.
