Så här säger ett CIA-memo avhemligat 1992:A memorandum marked only for file, 16 March 1967, signed Marguerite D. Stevens, says that J. Monroe SULLIVAN, #280207, was granted a covert security approval on 10 December 1962 so that he could be used in Project QKENCHANT.SHAW has #402897-A.Notera att Shaw har (presens) CIA "covert security clerance" under 1967, samtidigt som rättegången mot honom pågår.
(Davy, William. Let Justice Be Done . Jordan Publishing. Kindle Edition.)
"If you're working with DCS [Domestic Contact Service], there's no need for a covert security clearance like that. This was something else. This would imply that he was doing some kind of work for the Clandestine Services.”
(ibid.)
“The DOD (Domestic Operations Division). It was one of the most secret divisions within the Clandestine Services. This was Tracey Barnes’ old outfit. They were getting into things...uh.”Victor Marchetti var vid tiden för rättegången mot CIA assistent till högsta chefen (DCI) för CIA , Richard Helms.
“Uh...exactly what, I don't know. But they were getting into some pretty risky areas. And this is what E. Howard Hunt was working for at the time.”
(ibid.)
“What is lacking in this article is the fact that on September 20, 1967, the CIA held its first “Garrison Group Meeting” (No 1 – 20 September 1967). This high level, classified meeting was attended by the “Executive Director, General Counsel, Inspector General, Deputy Director for Plans, Mr. Raymond Rocca of CI Staff, Director of Security and Mr. Goodwin.”James Angletons närmaste man, Raymond Rocca, är övertygad om att Clay Shaw kommer att förklaras skyldig till delaktighet i mordet på JFK.
“The Minutes of the Meeting read as follows:
“1) “Executive Director said that the Director has asked him to convene a group to consider the possible implications for the Agency emanating from New Orleans before, during, and after the trial of Clay Shaw.”“The meeting was chaired by my father – “F.W.M. Janney”
“2) “General Counsel discussed his dealings with Justice and the desire of Shaw’s lawyers to make contact with the Agency.”
“3) “[Raymond] Rocca [who was Jim Angleton’s chief lieutenant] felt that Garrison would indeed obtain a conviction of Shaw for conspiring to assassinate President Kennedy.”
“4) Executive Director said the group should level on two objectives: (a) what kind of action, if any, is available to the Agency, and (b) what actions should be taken inside the Agency to reassure the Director that we have the problem in focus. The possibility of Agency action should be examined from the timing of what can be done before the trial and what might be feasible during and after the trial. It was agreed that OGC and Rocca would make a detailed study of all the facts and consult with Justice as appropriate prior to the next meeting.”
“So, as early as 1967, we learn here that ‘Rocca felt that Garrison would indeed obtain a conviction of Shaw for conspiring to assassinate President Kennedy.’
“Here, we have a high-level internal CIA meeting where the No. 2 main on the Counter Intelligence staff (Ray Rocca) tells everyone that Garrison ‘would indeed obtain a conviction of Shaw,’ only because Rocca knew what had taken place. Game, set, and Match! The CIA is guilty, and always has been !?’

Reference is made to your request for a Covert Security Approval on Subject, dated 3 June 1970, for utilization under Project QKENCHANT."Subject" var ingen annan än just E. Howard Hunt. Watergate. Guatemala. Bay of Pigs. Mexico City. Vietnam. Etc.

Dvs, Clay Shaw a.k.a. Clem Bertrand ingick i samma CIA-project med kodnamnet "QKENCHANT" som CIA-legendaren E. Howard Hunt.
Vidare, 1992 släppte CIA's J. Kenneth McDonald Chief, CIA History Staff, mottagare Director of Central Intelligence. Här står det bland annat:
These records do reveal, however, that Clay Shaw was a highly paid CIA contract source until 1956.En högt avlönad "contract source"/kontrakt-anställd redan anno 1956!

CIA förstörde även det mesta i Shaws 201-file:
4. I will add to the next formal request information on the destruction of Clay Shaw’s 201 file. A while back (sometime last year) I examined all files currently in the JFK Segregated Collection related to Shaw. Some of Shaw’s early reports to the Domestic Contacts Division still remained in the file, however, most everything else had been destroyed. I found nothing pertaining to the destruction of his files.
Tar lite tid...
