Att Japan kan bygga atomvapen är det knappast någon tvekan om.
Att den japanska allmänheten skulle acceptera det åtminstone tidigare är väl mindre troligt.
Inget som Japan behöver "bygga".
Japan har färdiga kärnvapen, på exakt samma sätt som Israel har kärnvapen.
Regeringen har ännu inte deklarerat Japan som kärnvapenstat, på exakt samma sätt som Israels regering inte deklarerat Israel som kärnvapenstat.
Majoriteten av japanerna röstar traditionellt på konservativa LDP, och detta är deras beslut.
Det finns en liten, högljudd och fanatisk vänstergrupp av kärnvapenmotståndare, men de representerar
verkligen inte den japanska "allmänheten", vilken är konservativ och nationalistisk.

Japan har fram till nyligen avstått från att sälja egenutvecklade vapensystem.
Den lagstiftningen avvecklade LDP för nästan 10 år sedan.
Sedan dess säljer Japan aktivt sina försvarssystem utomlands, och har hittills slutit vapenexport-avtal med ett tiotal länder.

A deal with regional power Indonesia could come to symbolize a joint effort between Japan and neighbors to counter the Chinese threat. Tokyo is expected to consider selling such hardware as ships.
