Not to piss on anybody's parade, but none of this is even confirmed. They have used screenshots and trailers and previews to create a stylised travel brochure for Los Santos. They don't say anything that could be denied or confirmed, it's mostly guesswork.
Read it properly, it says flights for £499 not $499. This is a British magazine and they are styling it like a travel brochure, they aren't saying that you have to pay 499 in game to fly. It's a design technique.
The 'military vehicles' (they don't say machinery) they talk about probably just include the jet as that's all that's been confirmed. Notice they also say "rumours of a military base" and "said to be home to the most advanced military vehicles ever seen", it doesn't confirm that it's near Grapeseed farm. Edit: I know military base(s) are confirmed, but nobody has said where they are, as one has not been shown to anybody.

Climbing on the Vinewood sign isn't confirmed to give you a wanted level, they are guessing by the many photos of Trevor climbing it with police after him that it will get you arrested. For all we (or they) know, he had the wanted level and climbed it to escape them.
The hot dog carts is some guesswork, they're probably correct as you can see hot dog carts in photos of the beach, and hot dog carts gave you health in GTA IV, so again, that is not 100% confirmed but is most likely an accurate guess.

The erratic driving and police chases on the beach is obviously referring to you, the player. This travel brochure is stylised as somebody visitting Los Santos, not describing what will happen to you as a player, with all of the references to 'criminals in the streets' and 'criminals with chainguns'. This is clearly talking about the protagonists but from the point of view as a non-protagonist.
There are so many obvious indications that everything they've said in the travel brochure is just stuff they've seen in trailers and photos;

The crop-dusters spraying you (Trailer 1)

Mountain area is so big you could get lost (from the overhead view of the countryside in the latest preview and various trailer shots of the mountain)

Watch out for dog leavings on the beach (Dog on the beach in trailer 1, there's no indication from any trailer, photo, or preview that they will do shits on the beach...)

You all have to remember, there were at least a dozen other game news companies at this preview and everything they've all said can be cross-referenced to another preview somehow. This magazine preview just describes everything we've seen already in the first half, then uses the second half as a stylised brochure to tell readers about the screenshots and trailers in a more interesting way, and using a bit of imagination. They've seen exactly the same 45 minute preview as every other game info website/magazine, so take everything that they've said with a pinch of salt in the travel brochure section. It's guesswork, speculation and wishful thinking.

People need to stop getting so over excited about things they think are confirmed. Do you actually think half the stuff they in the travel brochure section is confirmed? They even have quotes from Niko and Tony from LC, which is evidently made up. They are just creating excitement for the game by speculating on things you can do and wording it as if you are a holiday maker visiting a real country. "This is a notorious location for secret meetings". It doesn;t mean that the observatory is confirmed to be usable hah.... all it means is that they saw the photo of Franklin and Michael at the observatory and decided "oh youll meet here at some point during the game". Everybody is clutching at straws as if this is all things that the magazine has seen which hasn't been revealed to everyone else whos taken a look at screenshots.
