Supposedly cannabis production is on the decline in Mexico due to the increase of US domestic production leading to less demand and farmers switching to growing poppy instead. Or am I misinformed?
Don't know the market for Echinacea but sure looks more promising from a legal standpoint in relation to dealing with narcotics.
Do think you are being wrong though and there are two reasons for that, that's due to the fact that the plant is a more northern variety, just read that it stems from eastern North America.

She calls herself a 'Herbal Alchemist' and I guess that's the type of competence you are looking for. bare in mind that an industrial production may very likely differ from something done on a smaller and more homegrown scale.
I would advise you not to invest too much at this time, apparently
"The most commonly used medicinal variety is Echinacea purpurea, or Purple Coneflower" so why not begin with getting some of those seeds and see how they grow and flower where you are at and take it from there.
I myself looked into sprouting the popular Echinacea variety 'Magnus' for gardening and estetics but it seem to be clone only and not from seed.

This is the other reason I believe Echinacea is probably not the better choice for you, you will need many hectares full of flowers, farm equipment including harvester bought or rented and a quite large and costly factory being set up for a buisness model targeting Echinacea to project profits.

I believe tincture to be more costly in large production but easier, sure. Also you will extract chlorofyll from the plant together with the goodies you want resulting in an inferior product compared to the pharmacy.
Mexico I think of the guava plant, maybe something to consider? Or what about olive trees?
