According to this there are no solution to the USB power management exept to pull the cord or turn the switch off on the power supply?
My webcam got build in lights that are turned on when dark and they are still on when comp. is off !

Yes it is correct that there is always standby power to the motherboard after you turn it off (from Windows). Much like when you turn the TV off using the remote control. Some components on the motherboard has to have power, otherwise you couldn't turn it back on, since the power supply is controlled from the motherboard (the power button on the chassi is connected to the motherboard). Also keyboard, mouse, network etc has to have power so that you can turn the computer on using those devices.
To remove the power from the motherboard (and the USB ports etc) you have to turn the power supply off, or pull the cord.
