Operatives would use fake identities to “uncover and deliver actionable intelligence” on members of the community who appeared to be leading the recall effort, and would use unattributed Web sites to mount a “negative campaign” targeting “the opposition candidate.” All these activities, the proposal assured, would appear to be part of a “grass roots” movement in Tulare.
Psy-Group had more success pitching an operation, code-named Project Butterfly, to wealthy Jewish-American donors. The operation targeted what Psy-Group described as “anti-Israel” activists on American college campuses who supported the Boycott, Divestment, Sanctions movement

According to a former company official, Zamel decided to shut down Psy-Group in February, 2018, just as Mueller’s team began questioning employees.
