Här är en experts syn på USA:s erbjudande om samarbete.
USA:s ställning i Syrien är försvagad, säger han, det är därför Tillerson pratar om samarbete med Ryssland nu. Men det kan bara komma ifråga om USA slutar stödja terroristerna och ser till att deras allierade också gör det. Han föreslår en FN-inspektion för att hitta IS finansiärer. Ja, varför har man inte gjort det tidigare?

Jag undrar om Ryssland ens tänker diskutera frågan om samarbete med USA nu. De har efterlyst samarbete under lång tid, men Västs intresse har varit noll.

Det var ett smart drag av Ryssland att först förbjuda USA-koalitionen att flyga över säkerhetszonerna. När USA sköt ner ett syriskt plan kom steg 2: koalitionens flyg blev portade från hela området väster om Eufrat.
Jag är säker på att det kommer fler steg i den här raketen. Varför inte förbjuda deras flyg i hela Syrien? De är där utan tillstånd, totalt olagligt.

Barack Obama’s repeated insistence that Bashar al-Assad must leave office – and that there are ‘moderate’ rebel groups in Syria capable of defeating him – has in recent years provoked quiet dissent, and even overt opposition, among some of the most senior officers on the Pentagon’s Joint Staff. Their criticism has focused on what they see as the administration’s fixation on Assad’s primary ally, Vladimir Putin. In their view, Obama is captive to Cold War thinking about Russia and China, and hasn’t adjusted his stance on Syria to the fact both countries share Washington’s anxiety about the spread of terrorism in and beyond Syria; like Washington, they believe that Islamic State must be stopped.

The military’s resistance dates back to the summer of 2013, when a highly classified assessment, put together by the Defense Intelligence Agency (DIA) and the Joint Chiefs of Staff, then led by General Martin Dempsey, forecast that the fall of the Assad regime would lead to chaos and, potentially, to Syria’s takeover by jihadi extremists, much as was then happening in Libya. A former senior adviser to the Joint Chiefs told me that the document was an ‘all-source’ appraisal, drawing on information from signals, satellite and human intelligence, and took a dim view of the Obama administration’s insistence on continuing to finance and arm the so-called moderate rebel groups. By then, the CIA had been conspiring for more than a year with allies in the UK, Saudi Arabia and Qatar to ship guns and goods – to be used for the overthrow of Assad – from Libya, via Turkey, into Syria.

Men kurderna befriade honom nu under offensiven.

By mid-2013, however, the Syrians believed the worst was behind them, and wanted assurances that the Americans and others were serious about their offers of help.

Det ÄR naturligtvis en stor sak att USA och Ryssland har kommit överens om vapenvila. Det har kanske inte något större värde som "nyhet", inte sånt som lockar läsare.
Men för de människor som lever i dessa områden är det ju oerhört viktigt. Säkert är detta också ett steg för varaktig fred i sydväst.

Nu lovar dessutom USA att alla grupper som är där (Daraa, Quneitra), skall följa vapenvilan. USA har varit dåliga på att infria sina löften förut, så det skall bli spännande att se om det går bättre nu, när de är under press och påstår att de vill samarbeta.

Vidare, nu står USA inför valet att sluta stödja terroristerna; Nusra och deras kompanjoner, eller inte. Skall de uppfylla sitt löfte att se till att deras grupper håller sig till vapenvilan?

"Despite all the spurious claims by President Trump about fighting ISIL [Islamic State terrorist group, outlawed in Russia], he has actually helped ISIL when attacking Syrian army units engaged in battle against that terrorist group, or equally, against al-Nusra Front [Jabhat Fatah al Sham, banned in Russia]. However, let’s give him the benefit of the doubt and see if he can turn the page and disengage his administration from the policy of supporting any terrorist group as long as it is fighting Syrian government troops," Moustapha added.

Känns som att dom som tjänar på vapenvilan är USAs rebeller. Dåhinner dom återhämta sig och organisera sig och befästa positionerna vilket i längden leder till ett uppdelat Syrien.

Rätt korkat att rebellerna får hålla på sådär när dom inte ens har 10% stöd i landet, all stöd kommer utifrån...
