Here are the suggestions which may help you to resolve your issue,
Go into windows Live Application
Right click on "Hotmail" account
Select remove Account
Wait for the account to be removed
Now click on Add Email account
Re-enter your hotmail details and wait for the account to be re-built.
For some reason Syncronisation gets out of step with the servers and it cant recover.
The only way is to delete the account and re-enter it.
