This is one of the stupid restrictions in FL Studio. Why it still works as it does (that is, not responding by default to incoming mod wheel data and passing it on to the currently selected plugin instrument!) I will never know. In ALL other hosts that I know of, once you insert a plugin instrument, Mod Wheel (CC 1) is passed through to it.
I really hope it will be fixed for the FL 9 release as this is quite annoying.
A good work around is to open the instrument, click the little arrow in the top left corner. Then select "Browse Parameters". A list of plugin parameters should be seen in the browser. Scroll down all the way to the end where you start seeing MIDI CC 0, MIDI CC 1 (mod wheel), MIDI CC 2.. etc. Select MIDI CC 1 (Mod Wheel) parameter and right click it. Then select "link to controller". Now simply move your mod wheel on the keyboard. A link has been made for that particular instance of a VSTi.
The problem with this is that if you do it for another synth, you will lose the first link (unless you untick the avoid conflicts button in which case it might work).
I do hope Image Line plan to fix this rather silly way mod wheel is assigned. It should be just like the pitch bend and always available for whatever VSTi is currently in focus or selected on the step sequencer.
