Jag har fått detta "felmeddelande" (+ en massa annan text jag inte begriper)

Om någon kort skulle kunna tala om för mig vad som hänt ( tekniskt fel, Hela Gotland har stängt ute mig (???) annat fel) skulle jag vara tacksam?
