A court may release an offender convicted in a criminal offence in the second degree or criminal offence in the first degree through negligence on parole, if he or she has actually served:
1) at least one-third but not less than four months of the term of the imposed punishment and agrees to the application of the electronic surveillance provided for in clause 9 of subsection 2 of § 75 of this Code; or
2) at least one-half but not less than four months of the term of the imposed punishment.
(2) A court may release an offender convicted in an intentionally committed criminal offence in the first degree on parole, if he or she has actually served:
1) at least one-half but not less than four months of the term of the imposed punishment and agrees to the application of the electronic surveillance provided for in clause 9 of subsection 2 of § 75 of this Code; or
2) at least two-thirds but not less than four months of the term of the imposed punishment

Vidare i år går man vidare i Estland med narkotikabrott. Förslaget från i Jan i år. Två saker
1 Eget bruk upp till 30 doser av narkotika ska slippa fängelse. (tidigare 10 doser)
2 Dessutom ska man börja dela upp drogerna i farlighet. Tidigare i Estland kollade man bara mängden.
Meningen är att man ska försöka slippa sätta missbrukare i fängelse. Som 1/3 i svenska fängelser sitter där på grund av narkotikabrott skulle sverige bli av minst 10 procent sina fångar från dag 1 om man genomförde estniska reformer.
Sista 20 åren har estland reformerat sitt rättssystem så de kan minska antalet fångar.
1 Mer VF se lag ovan Utsläppt (VF) från avtjänat 1/3 av straffet. I Sverige är det minst 2/3 delar. Sverige har tagit efter Estland lite från i år genom mer el boja. Det beror inte på att man ville s.näll i Sverige utan att svenska fängelser är överfulla. Så man måste bli av med fångar. El-boja är lösningen i Sverige och hyra platser i Estland. Sv fängelser har en beläggning på 141 procent nu. Det bör ligga på 85-90 procent för optimal säkerhet och fungerande vård för minska återfallen.
2 Fler domar med samhällstjänst och icke fängelse
3 Unga ska inte sitta i fängelse är normen. Man har gått från cirka 90 barn till sex stycken barn i fängelse i år
Hela det estniska systemet bygger på att inte försöka låsa in folk i fängelse
Problemet på FB och media är att man ställer fel frågor när det gäller inlåsning. Man diskuterar bara de fall i Sverige där man ska låsa in. Problemet är att då börjar de gälla alla som begår brott. Så lösningen blir lås in.
Det är inte konstigt att man gör så i Baltikum och östeuropa. Man vill komma bort från det sovjetiska systemet. Medan i Sverige vill en högljudd minoritet (pöbeln) att vi ska ha ett sovjetiskt system.
