The Aidar battalion is one of over thirty so-called volunteer battalions to have emerged in the wake of the conflict, which have been loosely integrated into Ukrainian security structures as they seek to retake separatist held areas.
In the course of a two-week research mission to the region, an Amnesty International researcher interviewed dozens of victims and witnesses of the abuses, as well as local officials, army commanders and police officers in the area and representatives of the Aidar battalion.
Our findings indicate that, while formally operating under the command of the Ukrainian security forces combined headquarters in the region members of the Aidar battalion act with virtually no oversight or control, and local police are either unwilling or unable to address the abuses.
Some of the abuses committed by members of the Aidar battalion amount to war crimes, for which both the perpetrators and, possibly, the commanders would bear responsibility under national and international law.
Amnesty 2016:
In April 2015, Vadim, 39, was traveling on a shuttle bus home to Donetsk, the capital of the self-proclaimed Donetsk People’s Republic in eastern Ukraine. He had boarded in Slovyansk, which is under Ukrainian government control. At a checkpoint manned by Ukrainian forces, a gunman ordered him off the bus. Armed men in camouflaged uniforms without insignia tied Vadim’s hands behind his back, pulled a bag over his head, pushed him to his knees, calling him a “separatist thug,” and questioned him about his connections in Slovyansk.

Amnesty International and Human Rights Watch investigated in detail nine cases of arbitrary, prolonged detention of civilians by the Ukrainian authorities in informal detention sites and nine cases of arbitrary, prolonged detention of civilians by Russia-backed separatists. This report details cases that took place mostly in 2015 and the first half of 2016.

4 organisationer skriver till Ukrainas regering 2018 om bl.a nazistorganisationen C14:
Hiding under a veneer of patriotism and what they describe as “traditional values”, members of these groups have been vocal about their contempt for and intent to harm women’s rights activists, ethnic minorities, lesbian, gay, bisexual, transgender, and intersex (LGBTI) people, and others who hold views that differ from their own.
...
In recent months, our four organizations have noted a significant increase in physical attacks, threats, and intimidation against LGBTI activists, women’s rights activists, and other human rights defenders and journalists.
...
Since the beginning of 2018, members of radical groups such as C14, Right Sector, Traditsii i Poryadok, Karpatska Sich and others have carried out at least two dozen violent attacks, threats, or instances of intimidation in Kyiv, Vinnitsa, Uzhgorod, Lviv, Chernivtsi, Ivano-Frankivsk and other Ukrainian cities

Rights groups documented more than 50 attacks on activists and human rights defenders in the first nine months of the year. There were also a number of severe assaults by nationalist groups against the Romany minority. Investigations into these incidents generally took place only after significant pressure from civil society.
Are the electoral laws and framework fair, and are they implemented impartially by the relevant election management bodies? 2 / 4
The current mixed electoral system for the parliament has been criticized as prone to manipulation and vote-buying.
Are safeguards against official corruption strong and effective? 1 / 4
Corruption remains a serious problem, and there is little political will to fight it despite strong pressure from civil society. Anticorruption agencies have repeatedly been ensnared in politically fraught conflicts with other state entities and elected officials.
Are there free and independent media? 2 / 4
"Journalists continue to face the threat of violence and intimidation. The independent Institute of Mass Information registered 201 media freedom violations from January to November 2018. Of these incidents, 28 involved beatings or attacks, and 27 involved threats and intimidation."
Is there an independent judiciary? 1 / 4
Ukraine has long suffered from corrupt and politicized courts, and recent reform initiatives aimed at addressing the issue have stalled or fallen short of expectations.
