När Qing tog makten 163X, De var Manchu folk. De beslöt att Liaoning oxå skulle tillhöra Manchu folker, innan det hade bott många Koreaner, Mongoler och han Kineser i Liaoning. Efter Qing kom till makten var städerna och landsbygen tomt på folk.

Ryssarna ockuperade Liaoning och grundade Dalian och flottbasen Port Arthur. Äntligen hade Ryssarna en isfri hamn. De byggde snabbt upp en järnväg till Dalian. Vi fick Rysk Japanska kriget 1904, som mest utspelades i Liaoning. När Ryssarna märkte att de började förlora blev de som vilda djur. De tog hämd på Kinas civil befolkning.
