Men som Japhy skrev sänder det signalen. Detsamma gäller förresten en del av Trumps EO. Vid första anblick ser somliga ut som rätt meningslösa och de jure är de faktiskt det. Med de facto kan de vara väldigt kraftiga just eftersom de sänder signaler.
