"If our Western partners are ready, then Russia, the United States and the European Union could form a support group on Ukraine and formulate shared appeals to those now in power in Kiev," Lavrov said in an interview with Russian state television.
This would lead to talks between "all Ukrainian political forces without exception, naturally excluding armed radicals" and would end in a new constitution allowing for a "federal structure" with greater regional autonomy, he said.
The interview was broadcast as Lavrov was due to meet US Secretary of State John Kerry for hastily arranged talks in Paris later Sunday.---
Lavrov acknowledged that his first talks with Ukraine's interim foreign minister Andriy Deshchytsya last week ended without any agreement on Moscow's federalisation plan.
"Andriy Deshchytsya said our proposal was unacceptable because federalisation contradicts the basic principles of Ukraine's state structure."
"I don't understand why. I don't know any such principles," Lavrov said.
Lukashenko motsätter sig bestämt ett federaliserat Ukraina:

“I am absolutely against heating up the situation. Moreover, I am totally against any kinds of federations. Total idiocy! What does the division of Ukraine into the Western Ukraine and the Eastern Ukraine entail today? I’ve already said that it would be a two-person piano with one specialist playing one side and another specialist playing the other side. What would we get in the end? In essence in the center of Europe we will get a powerful major destabilized country,” believes Alexander Lukashenko.

In turn, Alexander Turchinov mentioned the importance of Belarus-Ukraine cooperation. “Ukraine and Belarus are not just neighbors. They are brotherly nations that have lived, worked, and fought wars shoulder to shoulder for hundreds of years.---
Alexander Turchinov remarked that the countries had always been able to find solutions and a way out of any complicated situations. He suggested discussing not only political matters but also economic cooperation during the meeting.
Belarus and Ukraine have traditionally been connected by tight relations in various spheres. The countries are important trade and economic partners for each other. A well-developed commodity distribution network of Belarusian enterprises that comprises over 100 entities operates in Ukraine. Manufacturing cooperation ties grow stronger and now unite 80 Belarusian and Ukrainian enterprises. Manufacturing cooperation is also promoted as part of the operation of ten joint assembly ventures, with five of them located in Ukraine.

“I am very thankful to Alexander Lukashenko for the warmth and sincerity of the conversation. The view of the Belarus president, the Republic of Belarus itself is very important for us such as the fact that no aggression, including a third-country aggression will come from the Belarusian side against Ukraine,” noted Alexander Turchinov.
The Acting President of Ukraine also pointed out the colossal potential for advancing the bilateral relations. “It goes beyond the transport corridor between the Baltic Sea and the Black Sea. It includes opportunities for cooperation in mechanical engineering, agribusiness, energy matters,” he said.
