Ok, the panic is caused by the IOUSBFamily kernel extension. It basically tries to do things it shouldn't do in certain circumstances and causes a CPU fault by a Page Fault Exception, which is Interrupt 14. (hence type 14)
It's unlikely to be a hardware problem, because I have only seen this problem with Leopard, and only once when my system was idling, and the panic was basically identical to yours.
Few questions,
What USB hardware do you have?
At which point exactly when you restart are you getting this panic?
Have you tried unplugging all USB devices before restarting?
