Eftersom ljuset har olika "hastighet" i olika medium så har man faktiskt sett en s.k ljusband, kommer dock inte ihåg vad det heter och lämnar fortsättningen åt experterna, jag vet att hastigheten inte ändras i olika medium utan sträckan men jag håller fast vid hastighet för att jag gillar att skriva ordet och jag är lite dum.

Och precis som du säger så ändras inte fotonernas hastighet utan det är interaktionen med materian som gör att det "verkar" som att hastigheten sjunkit.
