The purpose of SpaceX’s proposal is to (1) enable point-to-point delivery of critical cargo through space on rapid timelines and (2) create a self-sustaining commercial in-space manufacturing market by offering access to microgravity and vacuum, loiter on orbit, and safe return from orbit as a service at scale. This aligns with national objectives to expand commercial activity in Low Earth Orbit (LEO).1,2 For example, the capsules can serve as a proliferated successor to the International Space Station (ISS), taking the ISS’s successful manufacturing experiments and scaling them to a self-sustaining manufacturing economy in space. The Proposed Action is needed to advance novel space capabilities by maturing commercial technology.
To begin the testing, demonstration, and evaluation of these capabilities as soon as 2025, the DAF’s operational requirements necessitate use of a landing location that ensures public safety and adherence to applicable sections of 14 CFR part 450, Launch and Reentry Licensing Requirements, as implemented by the FAA, and limits impacts to ongoing military operations. In accordance with these operational requirements, the DAF further determined that the location must be remote, securable, U.S. Governmentcontrolled, capable of air or maritime transport of personnel and materiel and support the disposition and removal of reentry vehicles via barged transport. Based on these operational requirements, the DAF identified several initial locations potentially capable of supporting reentry vehicle landings: Johnston Atoll, Kwajalein Atoll, Midway Island, and Wake Island. Upon further examination, the DAF concluded that Johnston Atoll is the only location that meets all operational requirements over the duration of the four-year reentry and landing test program. Rocket Cargo is a United States Space Force program run through the Air Force Research Laboratory (AFRL) for suborbital spaceflight rocket-delivered cargo involving point-to-point space travel. The program is to develop the capability to rapidly send cargo anywhere in the world on a rocket. It would involve reusable rockets that can perform propulsive landings on a variety of landing sites, to deliver a C-17's worth of cargo in an hour.
