This is probably about däckskiftarnas unit outside Ica Maxi. Circumstances add up this season with warm dry weather and two days later something the weather looks like in the clip, really making people realize winter has come. It hasn't been the slower steady onset of winter as usual.
Also getting your tires changed at the supermarket is a newly established and growing trend. I believe this station is their biggest running six lifts but should they have went with eight? It's all about predicting the weather (guesswork) and get somewhat ready with what you got to offer serving cars under a short period of time.
Doing it yourself or not has been covered but the number of people paying for the service is obviously going up. Theres obviously a need to be filled for.
I call for more entrepreneures to get in on this. Däckskiftarna got a reputation of stressing and threatening customers. You see their marketing saying "stort lagersortiment".. they bully customers to spend thousands on new tires. Thats the buisness, changing tires isn't big buisness.

No of course not, zero cm now. What happened is people here like people everywhere do go by routine and now with the onset from fall to winter in just a day or two, routines get set off. That along with the shear amount of cars and carowners that always goes under the radar of people living outside the biggest three cities.
The vast numbers of vehicles leverage any small problem in Stockholm into a big one. Most snowtires in Stockholm will have come on by the end of the weekend so next time anyone here read about chaos in Stockholm it's about small problems and undersized roads escalated to chaos by the number of cars on the roads. It's not that we're all bad drivers or some other rural myth.
Listen to radio broadcasted from Stockholm and you will hear about a car or two coming to a stop on the highway causing massive jams. Towtruck need to move himself past all the cars and then TMA also closes another lane for safety.. the accident is still minor with the one or two cars, it could have happened anywhere. The chaos is all the other cars. Unless you got as much traffic as here in your city there's no comparing chaos from weather or anything else.
