Well not, most of the time criminal elements are dealt with in the least harsh way possible. However when it comes to debt collection Sweden is definitely draconian.
Hope it's ok to write this is in English, more comfortable after being abroad 20 years. Back to the dark age state of Swedish debt collection laws. How things are collected reminds you of your old childhood memories of Disneys Robin Hood where the Sheriff mercilessly collected until he got his hand on the very last coin.
A good example can be that a debt that has passed its statute of limitation (ten years from the last time a debt collation agency contacted you or you paid or in other way acknowledged the debt) still can be collected by the bailiffs ( kronofogden) twenty years down the line. What is worse is that the bailiffs can do that without serving you (since this is an old debt that previously been in the bailiffs registers but fallen out due to age).
If you write to contest the order, then the bailiffs will investigate if the statue of limitation been reached. But! And this is the big but they will still collect from you, in other words, confiscate your salary, seize your property and so on and so forth.
If you're a sole trader, you can imagine what will happen, the company and your lively hood will go under when the bailiffs go in a seize all your assets. Possibly causing you to default on other debts, thereby starting a downward spiral.
In fact, this is so detrimental that it's no point for anyone to return to Sweden. You don't know when you will be subject to debt collection of debts that are bye gone due to the statute of limitation but still are active at some debt collection agency.
The appropriate way for the bailiffs would be to ask for proof that the statue of limitation haven't been reached when a debt ten years or older lands in their lap before they take any actions.

PS: There is more to this draconian way of collection such as they aren't properly investigating how much they can take. They take the biggest chunk they can grab. How would they otherwise leave a family of four kids and two adults on less than 8000 a month (all in all living cost and housing costs)? Again here you can complain and they will investigate and again sometime in the future when you been starving enough they will come back. As said it reminds you about the Sherrif in Disneys Robin Hood.
