Hur många EU-projekt liknande INDECT finns eller ligger i pajpen? Hur kan sådant här finansieras utan att någon märker det (innan det satt igång)? Vilka förslag eller färdiga beslut på EU-direktiv finns som går i motsvarande INDECT-anda?

INDECT is a research project under the 7th Research Framework Programme of the European Union (EU). The aim is to further develop existing surveillance technologies and combine into an instrument of operational policing, which allows you to monitor a comprehensive urban environment.
The project started in 2009 and will end 2013 with a budget of 15 million euros from the EU.
The presentation of the project shows that INDECT enable a comprehensive automated monitoring of urban areas. The system should do “suspicious behavior” automatically, without human intervention notice, and react accordingly. What is suspicious can always be redefined. Thus, the monitoring exercise with INDECT an indirect compulsion to behavioral adaptation. In addition, by INDECT the presumption of innocence is undermined, as it is possible to intervene before a crime or offense intended. Here are created with state funds foundations that will enable European companies that they have developed to refine surveillance and security equipment and expand.
Flying camera drones (“Unmanned Vehicles Airical” – UAVs) respond to “suspicious behavior” automatically and then follow the suspicious people or objects, even within crowds. At the same time, the system will automatically identify the suspects. In the background, a search engine, meanwhile, carries everything together information on what is on the Internet or in administrative databases. This new search algorithm should be used, which allow, for example, assign different texts to an author. The forces on the ground are networked through mobile computer with the system while meeting in a central location all the information center.
As the research outcomes and processes in spite of public financing is not public, the interpretation is great. The ethics committee specially set up (consisting of project profiteers and police) strictly regulates the publication of all information to the outside. It is feared that INDECT will have a negative impact on free speech in public places and on the Internet. If in the course of the project INDECT technologies developed in totalitarian countries are exported, this would be an obvious moral problem. Companies already provide out of the EU monitoring technology, for example in Syria, Libya and Iran.

Tjaa, jag vet inte jag om jag blir så rädd av just detta projekt.
Det verkar ju vara ett forskningsprojekt. Och ofta blir det så att sådana projekt inte får fram några riktigt bra grejor och då köper man istället nåt färdigt från USA. Därför kommer nog inte detta forskningsprojekt att göra så stor skillnad.
Dessutom verkar det inte handla om att installera nya övervakningskameror/mikrofoner/annat utan mer om tekniker för att t ex hitta dold information på hårddiskar eller hjälpa operatörer som sitter framför många skärmar kopplade till övervakningskameror att fatta rätt beslut i olika situationer.
Sen blir det litet lustigt när jag försöker kolla videon på Youtube: "Det YouTube-konto som är kopplat till det här videoklippet har avslutats på grund av flera meddelanden från tredje part om brott mot upphovsrätten."

Rent tekniskt är nog det som beskrivs möjligt redan idag; pyttesmå flygande robotar med kamera, övervakningskameror som automatiskt kan detektera misstänkt beteende och så vidare.
Men att få till alla dessa komponenter i en fungerande enhet som inte involverar någon mänsklig operatör, ja det kräver mycket stora utvecklingsresurser + samarbete med tillverkare av såväl hård- som mjukvara.
De €15M som projektet tydligen har till förfogande räcker inte på långa vägar. Jag får en känsla av att det mer är frågan om en utredning eller ett enkelt experiment med enskilda komponenter.
Sen kan man naturligtvis inte låta bli att tycka att det kommer att kännas rätt obehagligt den dag sådana här system är verklighet. Förr eller senare kommer inte bara diktatorer utan även mindre nogräknade makthavare i demokratiska länder att använda sådana system till sin egen fördel.
