Captain Rakowski was one of the last surviving Knights of the Order of Virtuti Militari – one of the world's oldest and Poland's highest military decorations.

During the German occupation, he took part in numerous special operations involving retaliation and sabotage. One of his most remembered achievements was his role in the rescue of 16 imprisoned Home Army soldiers. The Captain also fought in Operation Tempest (Akcja Burza), after which he was arrested by the Soviet NKVD.

Born in 1924, he joined the resistance during WW2 through the Grey Ranks (Szare Szeregi - the underground scouting movement of the Polish resistance) and later served as an officer of Kedyw (the Directorate of Sabotage and Diversion of the Home Army). He took part in underground operations, including the “Tempest” (“Burza”) action in Lviv (Lwów).

After the war, like many Home Army soldiers, he faced repression under the communist regime. In 1965, he was imprisoned by the security services on charges of failing to disclose, in official documents, his service in the Home Army.

In the decades that followed, he remained deeply committed to public and social service. He supported Home Army veterans and war invalids, and worked to preserve the ethos and memory of the Polish Underground. He initiated and contributed to numerous social and historical initiatives - both locally in Gdańsk and at the national level, including cooperation with parliamentary bodies and government ministries on behalf of veterans and war-disabled soldiers.
