Då kan ju det inte betyda att USA och parter (Israel i Libanon) måste dra sig tillbaka omedelbart i punkt 1. Eftersom uppenbart inte gäller det för USA då de i punkt 4 inte behöver dra sig tillbaka fören en månad efter att slutligt avtal skrivits på.
