Russia never officially applied to join NATO. Instead, Russian leaders historically suggested the idea as a way to integrate globally but ultimately abandoned it because they refused to undergo the formal accession process or subordinate their strategic goals to a Western alliance system.
The breakdown of this idea stemmed from fundamental differences:
Refusal to "Wait in Line":
– Russian leaders, starting with Boris Yeltsin in the 1990s and later Vladimir Putin in the early 2000s, wanted Russia to be treated as a major global power rather than a standard applicant. They balked at the requirement to formally apply and go through the standard qualification process expected of all other nations.
– Reluctance to Submit to Allied Consensus:
NATO operates on consensus among all member states. Russian leadership was unwilling to submit its independent military posture, foreign policy, and sphere of influence to the collective decision-making of the alliance.
– Demand for Special Treatment:
Putin famously raised the idea of joining directly with U.S. leaders early in his presidency, but indicated that Russia expected to bypass normal diplomatic protocols
