Russian oil prices continue to fall sharply under pressure from US sanctions, which have disrupted established export routes to India and China, according to Argus pricing data.
Analysts say the price of Urals shipped from Novorossiysk fell to $34.52 per barrel as of December 16 — about half its level at the start of the year.
In the Baltic port of Primorsk, Russia’s main export grade was sold for $36.07 per barrel. Discounts on Urals reached $23–25 per barrel in Novorossiysk and about $24 in Baltic ports, Argus reports.
Some Urals cargoes Russia is trying to sell to China are discounted by up to $35 per barrel, Reuters sources said. That puts the price below $30 — a record low since the pandemic.
Russian oil is being sold 30% cheaper than Brent, and in some cases up to 50% cheaper, said Janis Kluge, a researcher at the German Institute for International and Security Affairs. As a result, Russia’s budget is losing billions of dollars every month due to sanctions.
According to Russia’s Finance Ministry, oil and gas revenues fell 34% year on year in November. In December, Reuters estimates they may drop to 410 billion rubles — the lowest level since August 2020 and 49% less than in December 2024.
