Lite mer än det:
A significant number of bomblets do not explode on first impact as intended. According to the International Committee of the Red Cross, the submunition failure rate — referred to as the "dud rate" — has varied from 10% to 40% in recent conflicts.

The Pentagon’s statements indicate that the cluster munitions that will be sent to Ukraine contain older grenades known to have a failure rate of 14 percent or more.

"Kahl reiterated Friday that the Pentagon would not be providing munitions with a dud rate over 2.35%, a rate which was “demonstrated through five comprehensive tests conducted by the Department of Defense between 1998 and 2020.”
"Many of those studies that have been referenced, at least the ones that I've seen in the press, were based on testing completed in the 1980s, and many of the DPICMs of those variants have since been demilitarized. We're not providing those variants of DPICMs to Ukraine.
Instead, we'll be providing our most modern DPICMs with dud rates assessed to be under 2.35 percent, demonstrated through five comprehensive tests conducted by the Department of Defense between 1998 and 2020. So, we're confident in those numbers"
