SOT, Aleksandr Zakharchenko, Prime Minister of the self-proclaimed Donetsk People's Republic (Russian): "As for [ceasefire] guarantees, we were conducting an active offensive in both Donetsk and Lugansk People's republics today. The main guarantee is that we, together with Leonid Kuchma, and representatives of the OSCE and the Russian Federation have signed a cease-fire agreement today. So we stopped our offensive."

SOT, Leonid Kuchma, Ukraine Representative (Russian): "All of us realise now that it's a complete dead end. Let's solve the problem immediately. That should be clear for those who support ceasefire as well as those who seek a continuation of war. There can't be another way but peace. Enough! We are fed up with war."

SOT, Heidi Tagliavini, OSCE Ambassador (Russian): "We have just finished our consultations. I think that it was a very important and constructive meeting during which we continued our talks on a ceasefire. We had three more main issues which we have managed to come to an agreement upon. The block includes ceasefire itself and withdrawal of military hardware. The second question we have also come to an agreement on is the release of all captives - exchange on an 'all for all' basis. And the third issue was on humanitarian aid deliveries."

Members of the Contact Group on Ukrainian negotiations held a press conference in Minsk on Friday after they completed their meeting, during which they agreed on terms for a ceasefire.
Aleksandr Zakharchenko, Prime Minister of the self-proclaimed Donetsk People's Republic, confirmed that anti-Kiev militia had suspended their offensive in Lugansk and Donetsk today due to the ceasefire. Former Ukrainian President and Ukrainian Representative at the talks, Leonid Kuchma, was also present at the meeting, after which he stated that Ukrainians are war weary and seek peace. OSCE Ambassador, Heidi Tagliavini, said that the terms of the ceasefire also included withdrawal of military hardware, captive release and humanitarian aid.
The future status of the self-proclaimed republics of Donetsk and Lugansk was not discussed at the meeting. However, Ukrainian President Petro Poroshenko said separately in Cardiff today that Lugansk and Donetsk districts would have economic freedom, right to use their own language and practice their own cultural traditions.
