""This is a sustained, comprehensive effort that is backed up by the leadership in China that is designed to give Russia every support behind the scenes that will allow them to reconstitute elements of their military force, their long-range missiles, their UAVs [unmanned aerial vehicles, or drones], some of their capacities to track movements on the battlefield, long-range artillery and the like," Campbell said. "This is an effort that has been designed to be largely out of view.""

"Chinese-made digging and dirt-moving equipment has—literally—helped Russia entrench its forces in the Ukrainian territory it occupies. A massive increase in vehicle imports, including in super heavy trucks, has likely enabled Russia’s war industry to continue producing military vehicles that are key to maintaining combat power for a defense in depth. These Chinese vehicles also enable Russian military logistics to keep equipment and supplies moving to the front.
A huge surge in ball bearing imports from the PRC, meanwhile, has also likely enabled the production of tanks. Finally, the continued flow of silicon chips from the PRC has provided key components for Russia to restore its weapons production, enabling Russian artillery, missiles, and drones, for example, to continue raining destruction on Ukrainian counterattack forces and civilian targets alike."

"Russian imports from China were $111bn and its exports to China $129bn, the figures show.
At their meeting in Beijing in May, Mr Xi and Mr Putin highlighted that the two nations now use their own currencies for 90% of trade, instead of US dollars.
Mr Putin also said he welcomes Chinese carmakers in Russia - after the US announced a quadrupling of tariffs on China's electric vehicles, to 100%. The export of Chinese cars and parts to Russia reached $23bn in 2023 - up from $6bn the previous year.
He also spoke of "large-scale mutual projects" between the two countries, including plans to jointly build planes and helicopters."

"Britain has accused China of preparing to or already providing ‘lethal aid’ to Russia for its ongoing full-scale invasion of neighboring Ukraine.
Citing U.S. and British defense intelligence, Defense Secretary Grant Shapps said there was evidence that “lethal aid is now, or will be, flowing from China to Russia and into Ukraine.”
“Today I can reveal that we have evidence that Russia and China are collaborating on combat equipment for use in Ukraine,” Shapps told a defense conference in London on May 22.
The British defense minister did not provide details or evidence to back up his claim, but his assertion, the first such accusation from a Western official, would indicate a new level of support for Moscow from Beijing and that China had pivoted to directly supporting Russia’s military."

"The support China is providing includes significant quantities of machine tools, drone and turbojet engines and technology for cruise missiles, microelectronics, and nitrocellulose, which Russia uses to make propellant for weapons, said the officials.
Chinese and Russian entitles have also been working jointly to produce drones inside of Russia, one of the officials said."

"China has helped shift the battlefield momentum in Russia’s favor in Ukraine by providing it with components and other material needed to sustain its defense industry, the top U.S. intelligence official told senators Thursday.
Beijing’s assistance comes as Russian forces make incremental progress in Ukraine and Moscow attempts to ratchet up pressure on Kyiv by bombing the country’s critical infrastructure, Director of National Intelligence Avril Haines said at a hearing of the Senate Armed Services Committee.
Although China has stopped short of delivering lethal weaponry to Russia for its full-scale invasion of Ukraine, it has provided crucial technology and tools for its military machine, she said."

"To date, China’s support for Russia’s war has allowed the Russians to “ramp up [the Russian] production of tanks, munitions and armored vehicles” for the war. Enhancing Russia’s industrial base will allow the Russians to produce the equipment they need to support its ongoing invasion of Ukraine. This will lead to a prolonged war. An extended conflict will lead to further death and destruction in Ukraine. A prolonged war would further contribute to a food crisis in Africa and Asia. It would also lead to an increase in global food and gas prices."

"Russian customs data from August 2023 showed a rise in Chinese imports of heavy digging machinery, vehicles, and manufactured goods that could serve a military purpose, such as helmets, radios, and heavy trucks used for logistics. "

"Russia's imports collapsed in the aftermath of its invasion of Ukraine, falling to half their pre-invasion levels in 2022, according to research from the Atlantic Council. Since then, though, they have recovered, as Chinese exporters have surged into the gap, supplying everything from toys to raw materials. Chinese car imports into Russia have gone up 900% versus 2019 figures, the Atlantic Council says. Overall, Chinese exports to Russia have increased 121% since 2019. The U.S. government believes that in 2023, 90% of Russia's imports of microelectronics came from China, according to reporting by Reuters.
Many of the goods flowing from China into Russia are things the Kremlin needs to continue its war with Ukraine, including sanctioned Western technologies, and items that, while not technically military gear, can be used to make weapons.
"While China publicly refrains from openly supplying Russia with sanctioned goods, the dual-use goods are being provided in huge numbers," said Maria Snegovaya, senior fellow at the Center for Strategic and International Studies think tank in Washington. "Russia is literally substituting everything.""
