The cyber threats facing the Nation’s most critical infrastructure require real-time collaboration between government and industry. We must move beyond sharing intelligence to acting on it together.
In December 2019, the NIAC recommended the creation of a Critical Infrastructure Command Center (CICC) to operationalize intelligence in a classified space with senior executives and cyber experts from most critical entities in the energy, financial services, and communications sectors working directly with intelligence analysts and other government staff. At your request, we have spent the past nine months further examining the concept to determine how to achieve the operational functionality of the CICC concept.
We found that there are a number of successful information and intelligence sharing mechanisms that provide value in the critical infrastructure space and should continue. However, no entity does what the CICC is intended to do; by providing real-time collaboration between government and industry, the CICC can take direct action and provide tactical solutions to mitigate, remediate, and deter threats.
We are not tied to the name CICC, nor do we believe implementing this concept requires a new facility. We are most concerned with achieving the intended outcomes and value. We also recognize that the concept we outlined in 2019 and in this report is similar to other recommendations from other organizations, including the Cyberspace Solarium Commission. The time to act is now.
We recommend you direct relevant federal agencies to support the private sector in executing the concept, including identifying the required government staff. We also recommend you work with Congress to ensure the appropriate authorities are established to allow the CICC to fully realize its operational functionality.
As we stated in our previous report, America’s companies are fighting a cyber war against multi-billiondollar nation-state cyber forces that they cannot win on their own. We need your leadership to provide theprivate sector with the intelligence, resources, and legal protection necessary to win this war and avoid the dire consequences of losing it.
