Oil refineries and oil depots in the Russian Federation and occupied Ukrainian territories have been attacked by drones, missiles, artillery, helicopters, and saboteurs from the Armed Forces of Ukraine and the Main Intelligence Directorate at least 250 times over three and a half years of war, according to "Verstka." The targets included 110 refineries and bases, including sea terminals.
In 2022, only 18 attacks were recorded, and in 2023 there were slightly more cases — 27, but in the first two years Russian authorities tried to cover these incidents less or at least not disclose the causes of fires and explosions, so the actual number of attacks could have been significantly higher. In 2024, governors' statements became more detailed, and attacks were likely more frequent, allowing "Verstka" to record 94 incidents. The incomplete year 2025, as of the morning of November 6, has already become a record for attacks — at least 111 have been noted.
Of the 250 strikes, 213, or 85%, were successful — meaning they caused at least fires in utility buildings or debris falling on enterprise territory, and in some cases — explosions and fires at processing units and tanks. The results of the remaining 37 (15%) attacks could not be confirmed by "Verstka," but some of them could still have been effective.
Most often, facilities in southern regions suffer — Ilsky Refinery (10 attacks during the war) and Afipsky Refinery (8 attacks), Tuapse Refinery (7 attacks) in Krasnodar Krai, Volgograd Refinery (10 attacks), as well as various oil depots and sea terminals in these regions, Rostov Oblast, and occupied Crimea. But there are notable examples in the Central Federal District as well — Ryazan Refinery was hit or targeted at least 10 times
