During a speech at a meeting of the Valdai International Discussion Club, Vladimir Putin stated that "thousands of people" from Western countries, primarily from Europe, are seeking to move to Russia. "I can't say there's a surge, but there are thousands of people. And this surge is ongoing. People are moving to Russia more for values than for political reasons," Putin said. He added that approximately two thousand Western citizens have applied for Russian citizenship.
Putin cited "gender terrorism against children," which he claims is practiced in the West, as one of the reasons for the foreigners' move. "We don't care whether a person is from the East, West, or North. If they share our values, they are our people," he emphasized.
Meanwhile, according to official statistics from the Ministry of Internal Affairs, interest in moving to Russia from abroad has reached an eleven-year low. Thus, in the first six months of 2025, only 11,600 people arrived in the Russian Federation under the voluntary resettlement program for compatriots. This figure was a record low for a six-month period since 2014. By comparison, the figure for the previous year was 15,400, and for the entire year of 2024, only 31,700 resettled in Russia, the lowest level in 14 years.
Experts attribute the decline in the program's appeal to the war in Ukraine and the tightening of migration regulations. As noted by Galina Ragozina of the Forum of Resettlement Organizations and Mikhail Burda of RANEPA and the World Russian People's Council, the key factor was the introduction of military service for new citizens.
