"The carbon fiber design had its roots in a Steve Fossett plan for the DeepFlight Challenger a submarine which flew more like a plane, instead of using ballast it would descend by using forward motion and hydroplanes to generate the opposite of lift. He worked with a California company Hawkes Ocean Technologies who worked on the design, but it was planned for only one descent because of concerns over degradation with each descent. OceanGate took the carbon fiber concept and went to the same manufacturer Spencer Composites to build their pressure vessel.
