At its core, HB 2492 is a new attempt to apply citizenship standards to all voters in Arizona, including those who use a federal voter registration form prepared by the U.S. Election Assistance Commission. That form requires voters to check a box declaring under penalty of perjury that they're U.S. citizens and eligible to vote — but it doesn't require documented proof of citizenship, like Arizona does.
The U.S. Supreme Court ruled in 2013 that Arizona couldn't impose a proof-of-citizenship requirement on voters who register with the federal form. The state has since created a bifurcated voting system that allows federally registered voters to cast ballots in federal elections, but not state or local races.

3. Det enda kravet för att få lagligen rösta i Arizona är alltså är personen är domicile i Arizona - alla övriga krav kan antagligen godtyckligt manipuleras avseende både levande och ickelevande röstande subjekt - både medborgare och ickemedborgare, både personer domicila i rätt delstat och personer domicila i fel delstat.

An Arizona Part-Year Resident is an individual who did either of the following in 2021:

An Arizona Nonresident is every other individual. If you live in Arizona and are not a resident, you need to be able to prove you are not a resident (Example: military members stationed in Arizona are not Arizona residents if their Home of Record is not Arizona.)

4.1. Eller med andra ord kan det finnas en massa röstande personer eller väljarfantomer som registrerats som domiciler eller blivande domiciler för att erhålla rösträtt. Antagligen finns det drösar med sådana från tidigare år också. Universitetet har erhållit någon form av special-domicile status för vissa studenter. Givetvis finns risken att många sådana röstande personer befinns inte ha laglig rätt att rösta i delstaten eftersom de exempelvis bevisas inte bo i delstaten och inte betalade eller betalar skatt i delstaten.
