Afghanistan har ingen folkbokföring än så länge. Därför är alla identitetsdokument från Afghanistan tveksamma oavsett hur passen ser ut. Tazkera kan man få om man bor där, men bara om man bor där. Och på tazkeran står det att du är den som du är, eller dem som utger sig för att vara dina föräldrar säger att du är den som säger att du är, och din ålder bestäms på okulär besiktning. Om man är född i Iran kan man dessutom inte ens få afghansk tazkera utan att resa till Afghanistan. Afghanistans ambassad i Iran utfärdar inga tazkeror och det gör inga andra afghanska ambassader heller. Inte i Norge, inte i Sverige.

The Afghan Civil Code (1977) mandates the registration of personal details of an individual
and the recording of vital life events and issuance of personal identification documents by the government (Art. 47) and the 2014 Registrationof Population Records Act articulates the
obligation of citizens to register civil status changes (such as marriage). In practice, these
documents are necessary for the exercise of civil, political and economic rights.

or have expired while living abroad, as well as Afghans who have never had one, can apply for
