Det är inte så smart att efter tecknande av ett avtal, stifta en lag som undanröjer vissa delar av avtalet.
Konsekvenserna kan bli kännbara när andra länder dra sig för att teckna något avtal med en sådan
skurk stat.
Dessutom, den stiftade lagen kan strida mot:

The Convention of Prevention of Genocide Crime and Punishment for It, recognized by the entire civilized world, defines genocide as “actions committed with the aim of extermination, complete or partial, of some national, ethnic, racial or religious group as such”, including by way of “deliberate creation for such group of such living conditions, which are aimed at total or partial physical elimination of it”.

The Universal Declaration of Human Rights adopted in 1948 by the UN General Assembly secured the key rights that all the people should possess. The regime that was established in Kiev after the coup of 2014 had de facto abolished the implementation of this document in regard to a group of citizens of Ukraine.
3. Notably,
this resolution of Kiev government contradicts Ukrainian laws as well.
Article 175 of the Criminal Code of Ukraine states responsibility for the non-payment of pensions and other legally asserted payments.

Earlier in February the
District Administrative Court of Kiev called off the Resolution of the Cabinet of Ministers to terminate the payment of retirement pensions and social payments to the inhabitants of the ATO zone, which was adopted in the beginning of November of 2014.

Donbas Economic Blockade Raises Concerns Amid Normandy 4 FMs

The Normandy Four ministers are concerned by Kiev's continuing economic blockade of southeastern Ukraine (Donbas),
Russian Foreign Minister Sergei Lavrov said after talks with his German, French and Ukrainian counterparts in Berlin.
"
It is wrong and harmful that the economic blockade of Donbas continues. Social benefits and pensions are not being paid. Special attention will be paid to this [issue] in the statement made on behalf of the Normandy Quartet at the ministerial level today," Lavrov told journalists after the Monday meeting.
In November, 2014,
Ukrainian President Petro Poroshenko signed a decree imposing an economic blockade on Donbas and withdrawing all state-funded health, educational and social protection organizations from the region.
The authorities of the self-proclaimed people's republics of Donetsk and Luhansk (DPR and LPR)
have repeatedly urged Kiev to remove the economic restrictions.
